Your Heroes Are Underleveled and It Is Costing You Stars

I'll say this bluntly because it took me three months to learn it - at TH18, the thing that decides whether you triple a base isn't your army composition, it's the level of your hero equipment. You can run the perfect Root Rider Yeti + Throwers attack with a clean queen walk setup, and if your Action Figure is at level 12 instead of 21, your queen dies in the second compartment and you walk away with a 2-star.

> **Quick answer:** The TH18 hero equipment max-first priority for 2026 is - Action Figure (Archer Queen) to Lv21+, Spiky Ball (Barbarian King) to Lv18+, Fireball (Grand Warden) to Lv24 minimum (it's dead below that), Electro Boots (Royal Champion) to Lv15+, and Fire Heart (Dragon Duke) to Lv18 max. These five equipment unlock the current Thrower Smash and split-push metas. Common equipment maxes at Lv18, Epic at Lv27 - the Epic Ore cost is roughly 3x Common so plan accordingly.

The Ore economy at TH18 is brutal. Common equipment caps at level 18 (full per-equipment stat tables on the COC Wiki Hero Equipment page) and needs about 4,200 Shiny Ore + 600 Glowy + 6 Starry to max from level 1. Epic equipment caps at level 27 and needs roughly 12,000 Shiny + 3,000 Glowy + 24 Starry. You earn Ores from daily Star Bonus completion, Clan War wins, Event Pass tiers, and occasional shop discounts - and that's it. Spending Ores on the wrong equipment first means you lose weeks.

This post is the practical priority order. If you want background on what each piece DOES, the full hero equipment tier list across all heroes covers the mechanics post by post. This one is purely "if I've X Ore right now, here's what I level."

SS-Tier - Max These First No Matter What

Three pieces of equipment are non-negotiable at TH18. If you do nothing else with this post, max these three first.

**1. Action Figure (Archer Queen) - target Lv21+**

I tested every priority equipment piece in CWL last month and Action Figure is the single best equipment in the game in May 2026. The Action Figure summons a level 10 Giant with over 18,000 HP that tanks for your queen during her ability. The Giant absorbs Inferno Tower DPS, Multi-Inferno burns, and Eagle Artillery shells that would otherwise delete your queen mid-charge.

Before Action Figure, the queen charge needed Healers to survive deep into the base. Now she walks in solo with the Giant tanking and you save the Healer slots for Heroes or other roles. Every Legend League army built around Triple Queen (Action Figure + Magic Mirror) needs Action Figure at Lv21+ to summon a Giant that survives long enough to matter.

**2. Spiky Ball (Barbarian King) - target Lv18+**

Spiky Ball replaced Giant Gauntlet as the meta-defining King equipment. The active ability now throws spiky balls that hit up to 8 targets instantly. This means even if the King dies early in the attack, his Spiky Ball ability has already funneled out 8 buildings on the way in, opening a clean path for your main army.

This is huge for Thrower Smash specifically - Throwers need a clean lane to walk through the base and Spiky Ball creates that lane in one click. Funnel time on a typical TH18 base dropped from 35-40 seconds to under 20 seconds with maxed Spiky Ball.

**3. Fireball (Grand Warden) - critical Lv24 minimum**

This one has a CRUCIAL breakpoint that most casual players miss. Below Lv24, Fireball lacks the radius and damage to one-shot a max TH18 compartment. It hits things, but it doesn't delete things. Above Lv24, it deletes an entire compartment worth of defenses in one click.

If you can't commit Ores to reach Fireball Lv24 within the next 1-2 months, don't start leveling it. Leveling Fireball partway is the worst Ore investment you can make at TH18 - you spend Ores on a piece of equipment that doesn't deliver its core value until the breakpoint. I learned this the hard way — my own Fireball sat at Lv18 for 6 weeks doing nothing useful, and many TH18 players have a level 18-20 Fireball sitting unused because they didn't realize the Lv24 gate. Either commit fully or skip until later.

Royal Champion - Two Setups Depending on Playstyle

The Royal Champion is the most flexible hero in 2026. Her best equipment depends entirely on what attacks you run.

**Setup A: Haste Vial + Hog Rider Puppet** (universal pick)

This is the safe default - Haste Vial gives temporary invisibility while Hog Riders tank for her. Combined with the attack speed boost from Haste, the RC deals roughly 2.5x normal damage during her ability window. Works on any base shape, any defense layout. If you can't decide what to use, run this.

Electro Boots is the universal third pick - it chains electro damage to skeletons, minions, and small troops that try to swarm her. Useful on bases with Witch CC or heavy spam.

**Setup B: Seeking Shield + Rocket Spear** (sniper RC)

This is for players who run RC as a defense-sniper unit. Rocket Spear extends her range so she can hit defenses deep in the base from outside. Seeking Shield bounces off up to 4 defensive buildings regardless of normal range restrictions. Together, she functions like a Flame Flinger for her ability duration - taking out core defenses without entering the base.

This is the setup for the RC Walk + Throwers attack that has dominated TH18 in 2026. The Spear opens up Inferno Towers from outside the base, then the Throwers walk in safely.

**Ore priority for RC:** 1. Electro Boots to Lv15+ first (universal, chains damage to spam) 2. Then EITHER Haste Vial OR Rocket Spear to max - pick based on your playstyle 3. Hog Rider Puppet or Seeking Shield as the matching second slot

The Other Heroes - Quick Hits

**Barbarian King** - Spiky Ball is your priority. After that, Vampstache for the lifesteal sustain when you need King to solo a lane. Rage Vial is the third slot for old-school King smash attacks. Skip Earthquake Boots - they were good pre-2026 but have fallen out of meta.

**Grand Warden** - Eternal Tome is mandatory (it's the air-mode invincibility ability), max it to Lv18. Fireball at Lv24+ if you're running Thrower Smash. If you aren't running Fireball metas yet, level Healing Tome instead - it scales better at lower Ore investment.

**Archer Queen** - Action Figure first to Lv21+. Magic Mirror second for Triple Queen combo - it summons a clone queen that does ~70% of the original's damage. Pair them and you essentially have 1.7 queens for the ability duration, which is absurd against high-HP defenses. Frozen Arrow and Invisibility Vial are situational picks - skip unless you've specific attack strategies that need them.

**Minion Prince** - Henchmen Puppet first (summons 3 powerful Minions that follow him). Dark Crown gives bonus HP and damage. Dark Orb is currently below S-tier - skip until you've Henchmen Puppet maxed.

**Dragon Duke** - Fire Heart is mandatory (covered in the Dragon Duke equipment guide). After Fire Heart, Flame Blower is the safer post-nerf pick over Stun Blaster - see the Dragon Duke May 2026 nerf breakdown for why. The Rocket Backpack Epic equipment is huge Ore investment - hold off unless you actively run Duke in most attacks.

The heroes you don't need to obsess over at TH18 - Battle Machine and other Builder Base heroes don't use the Hero Equipment system, so this whole conversation is Home Village heroes only.

How to Spread Your Ores - Breakpoint Math

The biggest mistake I see TH18 players make is dumping all their Ores into ONE equipment to max it before touching anything else. The math says do the opposite.

Stat jumps on hero equipment are NOT linear. Level 1 to 12 has massive stat increases per level - typically 15-25% damage or HP per level. Levels 15 to 18 are marginal - usually 5-8% per level. This is why spreading Ores is mathematically better than focusing.

**Practical Ore strategy:**

1. Get your top 5 priority equipment (Action Figure, Spiky Ball, Electro Boots, Eternal Tome, Fire Heart) all to **at least Lv12** before pushing any single one higher 2. Then push toward the breakpoints - Action Figure to 21, Spiky Ball to 18, Electro Boots to 15+ 3. THEN start on Fireball ONLY IF you can commit to Lv24 4. Epic equipment last - they're 3x the Ore cost of common equipment

**Why this works:** Three equipment pieces at Lv12 each give you more total combat power than one piece at Lv18. You hit the diminishing returns curve, plus you actually have functional equipment on all 5 heroes instead of just one.

**Daily Ore farming routine that maxes your earnings:** - Complete Star Bonus every day without fail (this is 50%+ of your monthly Ore income) - Win every Clan War and CWL war you participate in (this is most of the rest) - Hit Event Pass tier 30+ every season for the Shiny/Glowy Ore rewards - Spend Gems on the daily Magic Item shop ONLY for Ores when they appear

Follow this routine and you accumulate roughly 2,500 Shiny + 400 Glowy + 4 Starry per week passively. That's enough to max one common equipment piece every 2 weeks once you're dialed in.

For a deeper breakdown on Ore farming and what each TH level should be working toward, the TH16 upgrade priority guide has the daily routine that translates directly to TH18.

What I Would Do With 10,000 Ores Right Now

If you just hit TH18 and have a stockpile of Ores from grinding the Hero Hall upgrade, here's exactly how I'd spend the next 10,000 Shiny Ore (rough numbers, equivalent Glowy/Starry as the recipes need).

**Phase 1 (first 3,000 Shiny):** Get Action Figure from base level to Lv15. This is your highest-impact spend and it doesn't require finishing the upgrade to get value - even Lv10 Action Figure summons a usable Giant tank.

**Phase 2 (next 2,500 Shiny):** Get Spiky Ball from base to Lv12. The funnel value is functional at Lv12, you don't need max for it to be huge improvement.

**Phase 3 (next 2,000 Shiny):** Get Electro Boots from base to Lv15. This is the universal RC pick. Lv15 hits the chain damage breakpoint where it deletes Witch CC and skeleton swarms.

**Phase 4 (next 1,500 Shiny):** Push Action Figure from Lv15 to Lv21. Now you've hit the SS-Tier breakpoint for Triple Queen attacks.

**Phase 5 (remaining 1,000 Shiny):** Top up Fire Heart on Dragon Duke - it stays mandatory even after the nerf.

**Total result:** After spending 10,000 Shiny Ores on this path, you've all 5 heroes functional, your Triple Queen setup is competitive, and your Spiky Ball funnels Throwers cleanly. From here, the next 5,000 Ores go into Fireball IF you commit to Lv24, or into matching second-slot equipment per hero if you don't.

Do NOT start with Epic equipment. The Ore cost is brutal at TH18, and Common equipment delivers 80% of the value at 33% of the cost.

If you want to scout existing TH18 base layouts to understand which equipment your defenses face most often, upload a screenshot of any base to the Find My Base tool - it shows the base type and what equipment the attacker likely brought. Useful for working backward from what you defend against.

Frequently Asked Questions

What's the best hero equipment to max first at TH18?

Max Action Figure (Archer Queen) to Lv21+ first - it's the single best equipment in May 2026 because it summons a Lv10 Giant tank with 18,000+ HP. Then Spiky Ball (Barbarian King) to Lv18+, then Electro Boots (Royal Champion) to Lv15+. Only start Fireball (Grand Warden) if you can commit to Lv24 - below that it's functionally dead. The [full hero equipment tier list across all heroes](/blog/best-hero-equipment-every-hero-coc-2026-tier-list) has more details.

Why is Fireball Lv24 the critical breakpoint?

Below Level 24, Fireball lacks the radius and damage to one-shot a max TH18 compartment - it hits things but it doesn't delete them. At Level 24+, it deletes an entire compartment's worth of defenses in one click, which is what makes Thrower Smash and the other Fireball-based meta attacks work. Partial Fireball leveling is the worst Ore investment at TH18 because the equipment doesn't deliver its core value until that exact breakpoint.

Should I max one equipment piece or spread Ores across all heroes?

Spread across all heroes. Hero equipment stat jumps aren't linear - Level 1 to 12 gives huge per-level increases (15-25%), but Level 15 to 18 is marginal (5-8% per level). Three equipment pieces at Lv12 each give you more total combat power than one piece at Lv18. Get all 5 priority equipment to at least Lv12 before pushing any single piece to max.

What's the difference between Common and Epic hero equipment?

Common equipment maxes at Level 18 and costs roughly 4,200 Shiny + 600 Glowy + 6 Starry Ore to max. Epic equipment maxes at Level 27 and costs roughly 12,000 Shiny + 3,000 Glowy + 24 Starry - about 3x the Ore cost. Epic equipment scales harder at higher levels but the Ore commitment is brutal. Always max your priority Common equipment first before touching Epic.

Is Stun Blaster or Flame Blower better for Dragon Duke at TH18?

Flame Blower after the May 2026 nerf. Stun Blaster relied on Duke surviving long enough to chain 7.5-second stuns on multiple defenses, but the trap damage reduction nerf (50% to 40%) means he often dies after one stun chain now. Flame Blower delivers value on every attack regardless of survival time. Full breakdown in the [Dragon Duke May 2026 nerf post](/blog/dragon-duke-may-2026-nerf-still-worth-maxing).

How long does it take to max hero equipment at TH18?

Roughly 2 weeks per Common equipment piece if you complete daily Star Bonus, win Clan War and CWL wars consistently, and hit Event Pass tier 30+ every season. A full setup of 5 priority Common equipment maxed takes 10-12 weeks of consistent grinding. Epic equipment is significantly slower - budget 6-8 weeks per Epic piece. Gold Pass shortens this by ~30%.
